- First, create a new image set to 16 million colors.
- Fill the background with a very dark color (I'm using black).
- In the menu, click Layers >> New Raster Layer. When the next screen pops up, click 'OK'.
- Place your text in the same color you used for your background.

- Next, click Selections >> Save To Alpha Channel. Then, click Selections >> Defloat.
- Using the 'Layer Visibilty Toggle' in the 'Layer Pallete', turn off the layer.

- Click on the 'Background' layer and fill the selection with your glow color. Deselect.

- Click Effects >> Blur >> Gaussian Blur and apply with a 2-3 radius.

- Turn your Layer back on.

- Finally, apply the 'Dilate' filter (Effects >> Edge >> Dilate) several times to the 'Background' layer.
The more you apply the filter, the brighter the glow. I applied it twice below.
