This effect works best on dark backgrounds.

  1. First, create a new image set to 16 million colors.
  2. Fill the background with a very dark color (I'm using black).
  3. In the menu, click Layers >> New Raster Layer. When the next screen pops up, click 'OK'.
  4. Place your text in the same color you used for your background.

  5. Next, click Selections >> Save To Alpha Channel. Then, click Selections >> Defloat.
  6. Using the 'Layer Visibilty Toggle' in the 'Layer Pallete', turn off the layer.

  7. Click on the 'Background' layer and fill the selection with your glow color. Deselect.

  8. Click Effects >> Blur >> Gaussian Blur and apply with a 2-3 radius.

  9. Turn your Layer back on.

  10. Finally, apply the 'Dilate' filter (Effects >> Edge >> Dilate) several times to the 'Background' layer.
    The more you apply the filter, the brighter the glow. I applied it twice below.
